Hessel de Boer (1921-2003) painted and illustrated impressionist portraits, figures, cityscapes and landscapes. He worked mainly in and around the city of The Hague in the Netherlands. In the cityscapes he made, of which this work is a good example, he used a fine pointillism to depict the light shining on the most familiar places in a distinctive way
